Oxford Area Neighborhood Services Center: The Heart of the Community

Since November 1, 1971, Neighborhood Services Center has provided a centralized location where residents of the southwestern corner of Chester County can access health and social services and find help to meet their basic needs. The Neighborhood Services Center’s mission is to empower all people to achieve health, wholeness, and stability in their lives. The agency’s goals are to:

 -Provide a place for people to drop in or call with questions or problems.

-Establish a link between volunteers who want to help and those in need of assistance.

-Provide a central location for county human services agencies so that southwestern Chester County residents can get the help they need in one place.

-Help people access information, and provide referrals to services and programs that the agency does not provide.

-Screen people and provide direct services for fuel, food, utility services, health care, housing, and transportation assistance.

NSC staff assists individuals and families by providing Information and Referral Services and Basic Needs Assistance which includes our Food Cupboard, Thrift Shop and Emergency Monetary Assistance. NSC also serves as a distribution site for the Operation Warm coats for kids program and the American Cancer Society Wigs for Cancer Patients Program.


Basic Needs Assistance

NSC provides monetary assistance to pre-screened, income eligible individuals who need assistance meeting their basic needs of housing, utilities and health care. NSC makes direct payments to vendors on behalf of eligible clients. Funds for this program come from the United Way of Southern Chester County, private foundations and individual donations.

Food Cupboard

 Operating in partnership with the Chester County Food Bank, and funded in part by the United Way of Southern Chester County and private foundations, NSC coordinates an emergency food cupboard for southern Chester County residents. Canned goods and non-perishable items are donated by individuals, churches and community groups. Diapers, personal care items, household cleaning supplies and paper products are also available. 

Information and Referral

NSC's Information and Referral Program assists individuals in accessing the many health and human services available to them. NSC case managers provide the following services:

  • Assessment of an individual's problems which enables NSC to determine services needed;
  • Case managers provide relevant information on and referral to community resources;
  • Case managers follow-up on all referrals to confirm that services were received.

Funding for this program is provided by the Chester County Department of Human Services through the Human Services Development Fund Block Grant Program. Additional funding is received from private donations.

  • Crime Victims Center
  • Maternal & Child Healthcare Consortium - Healthy Start
  • Family Service of Chester County
  • Domestic Violence of Chester County

Thank you to everyone who made the day at the Union Fire Hall a great success! Organizers, Chris Grove and  Lloyd Reichenbach;  Bethany Christian School students; Tony Derrico, Oxford Arts Alliance Director of Education and students of the music program; Christine Mussleman for firing the bowls; Flowers Foods for donating the rolls; Peppercorns, SawMill Grill, Hong Kong Chinese and La Sicilia restaurants for donations of delicious soup ! A special thank you to the Arts Alliance volunteers and all the participants who painted bowls including the local "celebrities" who donated bowls for the silent auction. Through the generous donations of the community we were able to raise over $3,900 that will be used to support the programs of Neighborhood Services Center.

 NSC has been in Oxford for the past 45 years to help individuals and families in need - those who have fallen onto hard times due to job loss, disability or random crisis.  We provide services not only to the Oxford area, but several communities across southwestern Chester County.

Because of the generous donations of our community, over the past 12 months alone, the Oxford Area Neighborhood Service Center (NSC) has provided your neighbors who are most in need with:

  • over 121,00 pounds of food, which represents nutritious meals for 384 different households
  • financial assistance for housing, heating, utility services and health care needs for 148 households
  • an annual Christmas Program providing gifts donated by the community to over 240 children in need

Demand for our services continues to increase. In 2014 our Food Cupboard saw an 84% increase in the amount of food that was distributed to needy families and demand continues so grow. This dramatic increase has forced us to re-evaluate our facility and invest in a physical expansion of our cupboard.
